Architecture can reduce unnecessary data movement by using federation, local processing, controlled connectors and policy-driven access.

Design principle: data residency alone is not sufficient. Sovereignty also requires control over identity, encryption keys, administrative access, source provenance, model/agent behavior, retention, audit evidence and exit/portability.
